Mahigit 10 ‘nang-iwan sa ere’ habang bagyo, kakasuhan

Dahil wala sa kani-kanilang munisipalidad habang nananalasa ang bagyong ‘Ompong’, mahigit 10 alkalde sa Cagayan Valley Region at Cordillera Administrative Region (CAR) ang iniimbestigahan ngayon at posibleng makasuhan dahil sa kapabayaan, ayon sa Department of Interior and Local Government (DILG).

“We were surprised with the reports received at the Central Office of absentee mayors whose local government units (LGUs) are part of the critical areas in the typhoon Ompong track,” sinabi ni DILG Undersecretary for Peace and Order Bernardo C. Florece, Jr. sa press conference kahapon sa central office sa Quezon City.

Batay sa mga Operation Listo protocol ng DILG, ang mga alkalde na ang munisipalidad ay isinailalim sa alertong Alpha (low-risk areas), Bravo (medium-risk areas), at Charlie (high-risk areas) sa kasagsagan ng pananalasa ng bagyo ay inoobligang magkasa ng mga kinakailangang paghahanda laban sa kalamidad.

Kinumpirma ni Florece na iniimbestigahan na ng DILG at binavalidate ang mga report laban sa nasabing mga alkalde, na kapag napatunayang nagkasala sa absenteeism at negligence of duty ay maaaring sampahan ng kasong administratibo.

“For cases filed within the DILG, the biggest sanction that LCEs (local government executives) will face can be suspension but for cases filed under the Ombudsman, the erring mayors could face dismissal,” sabi ni Florece.

Sinabi naman ni DILG Assistant Secretary at Spokesperson Jonathan E. Malaya na hindi pa nila pinapangalanan ang nasabing mga alkalde dahil sinusuri pa ng kagawaran ang mga hakbanging ipinatupad ng mga nasabing opisyal kaugnay ng Operation Listo protocols.

“The Department doesn’t want trial by publicity so the actual names of erring mayors will be released after the investigation is complete,” ani Malaya.

Aniya, pagpapaliwanagin ang mga nasabing alkalde, na tumatayo rin bilang chairpersons ng kani-kanilang Local Disaster Risk Reduction and Management Council (LDRRMC) at hihingan ng written explanation o justification kung bakit hindi sila dapat maharap sa disciplinary action.

“As mandated by the Local Government Code, the presence and support of mayors in their respective areas of jurisdictions is imperative for them to carry out measures to protect their constituents from the harmful effects of disasters and calamities,” paliwanag ni Malaya.
