TNVS ipamahala sa DOTr -solon

Ilipat ang kontrol ng transport network vehicle services (TNVS) mula sa Land Transportation Franchising and Regulatory Board (LTFRB) sa Department of Transportation (DOTr).

Ito ang ipinanukala kahapon ni Camarines Sur 2nd district Congressman LRay Villafuerte sa harap ng plano ng gobyerno na tumanggap pa ng mas maraming TNVS para matugunan ang lumalaking demand para sa serbisyo.

Sa paghahain ni Villafuerte ng House Bill (HB) No. 6467, idiniin niya na ang DOTr, at hindi ang LTFRB ang dapat na may awtoridad sa TNC (Transport Network Companies) at TNVS, dahil ang mga behikulo na ginagamit sa pointto-point (P2P) transport services na ito ay “private carriers” at hindi karaniwan o public carriers na nasa ilalim ng LTFRB supervision.

Sinabi pa ni Villafuerte na dapat baguhin ng gobyerno ang pananaw nito sa bagong uri ng transport service at aminin na ang overregulation ay nagreresulta lamang sa paglala, sa halip na mapabuti ang serbisyo ng TNVS.

“Because of LTFRB’s overregulation of TNCs and their TNVS, companies such as Grab have found the agency a convenient whipping boy to blame for its shortcomings,” aniya.

“Transfer the control over these TNCs and TNVS from the LTFRB to the DOTR to change the regulatory environment for them so that these TNCs can fix problems on their own instead of constantly shifting blame to the government whenever they face mounting complaints from their customers,” ani Villafuerte, na tinawag ang hakbang na “paradigm shift.”
