Pag-iitsapuwera kay Robredo ‘di uubra

Naniniwala ang kampo ni Vice President Leni Robredo na hindi uubra ang draft charter sa House of Representatives na nag-aalis sa kanya sa succession sa paglipat ng bansa sa federalism.

Sinabi ni Romulo Macalintal, lead counsel ni Robredo, na ang panukalang federal constitution ay “mere political calisthenics,” sa desisyon ng House panel na ilagay ang Senate President sa line of succession dahil sa kanyang election protest.

Kinuwestiyon ni Macalintal ang panukala na laktawan si Robredo bilang kahalili ni Pangulong Rodrigo Duterte sa panahon ng transition period batay sa dahilan ni Leyte Representative Vicente Veloso.

Sinabi ni Veloso, chair ng House Committee on Constitutional Amendments, na nilalayon nitong maiwasan ang banta ng “instability” na kaakibat ng protesta laban kay Robredo ni dating senador Ferdinand “Bongbong” Marcos Jr., na tinalo niya 2016 vice presidential race.

“The election protest filed by Marcos as ground for ousting VP Leni is clearly frivolous if not outright ridiculous. Since when did a pending election protest be the basis of succession to the highest position of the land?” aniya.

“Veloso’s ground has no visible means of any legal or factual support. It is baseless and do not deserve any consideration,” ani Macalintal.

Sa Section 4, Article XVII ng Transitory Provisions of Resolution of Both Houses (RBH) No. 15, na inakda ni Speaker Gloria Macapagal Arroyo at 21 iba pang mambabatas, inilalagay si Senate President Vicente Sotto III bilang next in line sakaling hindi na magagawa ni Duterte ang kanyang trabaho.

Sa ilalim ng draft federal charter, inaalis din ang term limits para sa congressmen at partylist representatives.

Tinuligsa ni dating solicitor general Florin Hilbay ang panukalang charter at sinabing dapat itong tutulan. “Kitang-kita na pansariling interes lang ang isinusulong dahil sa unli-term provision. Halatang gusto nilang manatili nang forever sa kapangyarihan,” aniya.

GULO ‘YAN

Sinabi naman ni Senate minority leader Franklin Drilon na ang paglaktaw sa Vice President sa line of succession pabor sa Senate President ay lilikha lamang ng gulo sa gobyerno.

Ipinunto ni Drilon na maging ang termino ng posisyon ng Senate President ay hindi tiyak dahil maaari siyang patalsikin ng kanyang mga kasamahan.

“Precisely, the stability is the welldefined succession to the Office of the President. The Senate President is subject to election and change anytime by the 23 senators,” ani Drilon.

“The stability is to follow the rule of succession; otherwise, there will be instability, because the Senate President can be replaced anytime,” diin ng minority leader.

Gayunman, anumang pagtatangka ng Kamara na pabilisin ang Charter change para maisulong ang paglipat sa federalism ay walang patutunguhan.

“It’s a futile exercise. It’s obvious that there is no time. That alone will kill the measure. It’s dead on arrival,” ani Drilon.

Nang hingan ng komento, sumangayon si Sotto sa posisyon ni Drilon sa usapin: “We don’t have time to talk about it.”

“We don’t even know if I’m still the Senate President by then,” ani Sotto nang tanungin sa posibilidad na siya ang makikinabang sa panukala.

Iginiit naman ni Sen. Risa Hontiveros na tanging ang Vice President ang maaring pumalit sa Pangulo “in any logical presidential line of succession.”
