Militar sa Gabinete, ‘di military junta

Sinabi ng Malacañang na ang desisyon ni Pangulong Rodrigo Duterte na italaga ang mga dating opisyal ng militar sa mga posisyon sa Cabinet ay hindi nangangahulugan na military junta na ang namumuno sa gobyerno.

Ito ang ipinahayag ni Presidential Spokesperson Salvador Panelo matapos batikusin ni dating National Anti-Poverty Commission (NAPC) chair Liza Maza ang Executive Order (EO) No. 67 ni Duterte na ibinabalik ang Office of the Cabinet Secretary (OCS).

Inililipat ng EO ni Duterte ang ilang ahensiya sa ilalim ng OCS sa superbisyon ng ibang ahensiya ng gobyerno, partikular na ang Department of the Interior and Local Government (DILG) na pinamunmuuan ni Eduardo Año, at Department of Social Welfare and Development (DSWD) na pinamumunuan ni Rolando Bautista.

Sa isang Facebook post, ikinumpara ni Maza ang pag-isyu ng EO sa Halloween horror story.

“The horror story this Halloween is EO 67 that was released yesterday placing six policy oversight and advisory national commissions including NAPC under the direct supervision of two former military officials Año and Bautista,” ani Maza.

“No to militarization of civilian bureaucracy! No to military junta! No to Martial Law of whatever form!” idinagdag niya.

Sinabi rin niya na ilegal ang paglilipat sa NAPC sa DSWD dahil taliwas ito sa Republic Act No. 8425 na lumikha sa komisyon.

Sa kanyang pahayag sinabi ni Panelo na wala sa lugar ang mga pahayag ni Maza. “We find it unfortunate that a former member of the Duterte Cabinet and past National Anti-Poverty Commission (NAPC) Lead Convenor, Ms. Liza Maza, has a misplaced – if not distorted – view of the reorganization and composition of the Cabinet,” aniya.

“Her conclusion, therefore, that placing former military men in executive offices automatically translates to a military juntaled government is completely erroneous,” dugtong niya.

Dinepensahan din ni Panelo ang EO 67 ni Duterte, sinabing ito ay kaugnay sa pangako ng Pangulo noong kampanya na magiging mas episyente at responsive sa mga pangangailangan ng mamamayan sa pamamagitan ng rightsizing.

“The President’s intent in rationalizing the Executive Branch through Executive Order No. 67 is to promote greater efficiency, agency convergence and participatory governance in the delivery of essential public services to all the sectors of society, given that they are now transferred to line agencies,” aniya.
