Random drug testing, suportado ng private schools

Nagpahayag ng suporta ang samahan ng mga pribadong paaralan sa bagong mga patakaran na inisyu ng Commission on Higher Education (CHED) hinggil sa pagsasagawa ng drug testing sa mga estudyante sa lahat ng higher education institutions (HEIs), simula sa susunod na taon.

Sa isang pahayag, sinabi ni Coordinating Council of Private Educational Associations (COCOPEA) legal counsel Atty. Joseph Noel Estrada na suportado ng samahan ang CHED Memorandum Order (CMO) No. 18 series of 2018, na inisyu ni CHED Chairman Prospero De Vera III, na naglalaman ng patakaran kaugnay ng drug testing sa mga estudyante sa lahat ng HEIs.

Ang COCOPEA ay ikinokonsiderang “unifying voice” ng private education sa Pilipinas na may mahigit 2,000 member institutions at binubup ng limang educational associations: Association of Christian Schools, Colleges, and Universities (ACSCU); Catholic Educational Association of the Philippines (CEAP); Philippine Association of Colleges and Universities (PACU); Philippine Association of Private Schools, Colleges, and Universities (PAPSCU); at TechnicalVocational School Associations of the Philippines (TEVSAPHIL).

Nilinaw ni Estrada na ang “actual testing is random.” Binanggit niya na sa RA 9165, kinakailangan ang mandatory random drug testing sa lahat ng secondary at tertiary schools. “Under the law, while it is mandatory for all schools to implement this drug testing policy, the actual conduct of the drugtesting of students must be random,” pahayag ni Estrada.
