4.1 M Pilipino na natulungan ng 4Ps nitong 2018

BILANG pagtupad sa tungkuling protektahan ang mahihirap, mahigit apat na milyong benepisyaryo ng Pantawid Pamilyang Pilipino Program (4Ps) ang natulungan ng Department of Social Welfare and Development (DSWD) ngayong taon.

Sa pagbabahagi ni DSWD Undersecretary Florita R. Villar kamakailan, patuloy ang pamumuhunan ng 4Ps sa kalusugan at edukasyon ng mahihirap na pamilya “to break the intergenerational cycle of poverty in the country”.

“As of October, 4Ps is being implemented in 143 cities and 1,489 municipalities in 81 provinces nationwide,” ani Villar.

Aniya, may kabuuang 4,178,985 ang aktibong benepisyaryo ng programa kung saan 3,950,012 ang sakop ng regular na Conditional Cash Transfer (CCT) program habang ang 228,973 ay nasa ilalim ng Modified Conditional Cash Transfer (MCCT).

Kabilang sa MCCT ang mga benepisyaryong hindi sakop ng regular na CCT, katulad ng mga pamilyang walang tirahan, biktima ng mga kalamidad at sakuna na nawalan ng tirahan at hanapbuhay at mga katutubo sa malalayong lugar sa bansa.

“The DSWD also continues to provide indigent Filipinos with access to sustainable livelihood opportunities through its Sustainable Livelihood Program (SLP),” saad ni Villar.

Ang SLP naman ay isang capacity-building program ng ahensiya na nagbibigay ng pagkakataon na mapaangat ang buhayan ng mahihirap, at marginalized na komunidad, upang matulungang umangat ang sosyo-ekonomikong kalagayan ng mga ito.

Sa ilalim ng SLP, binibigyan ang mga benepisyaryo ng opsiyon na pumili sa micro-enterprise development track, na sumusuporta sa microenterprises upang maging matatag at maging “economically viable”, o ang employment facilitation track, na tumutulong sa mga Pilipino na makakuha ng nararapat na trabaho.

“As of October, the program was able to serve a total of 82,455 households nationwide. Of this number, 73,546 households or 89.2 percent were served under the micro-enterprise development track while 8,909 households or 10.8 percent were served under the employment facilitation track,” paliwanag ni Villar.

Hanggang nitong Nobyembre, nasa 412 bayan ang nagpatupad din ng Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), National Community-Driven Development Program, habang may kabuuang 4,558 sub-projects ang natapos at napakinabangan ng 1,536,100 pamilya.

Patuloy ang pagbibigay ng suporta ng DSWD sa pag-ahon ng mga indibiduwal at pamilya na dumaan sa mga biglaan krisis sa pamamagitan ng Assistance to Individuals in Crisis Situation (AICS).

Ang AICS, ay ibinibigay sa pamamagitan ng iba’t ibang mga Crisis Intervention Units (CIUS) sa mga DSWD Central Office, Field Offices, at satellite offices, sa probinsiya na nagbibigay ng edukasyon, medikal, transportasyon, burial, at pagkain at hindi pagkain na tulong.

“From January to October, the Department has released PHP2,794,260,205 to 671,192 clients of DSWD CIUS nationwide. Medical assistance remains to be the top aid with disbursement amounting to PHP1,926,892,425, followed by burial and educational assistance with PHP386,361,798 and PHP324,626,840, respectively,” pag-uulat ni Villar.

Tumutulong din ang DSWD sa Early Childhood Care and Development (ECCD) program ng pamahalaan at Republic Act 11037, o ang “Institutionalizing a National Feeding Program for Undernourished Children in Public Day Care, Kindergarten and Elementary Schools”. Patuloy ang pagpapatupad ng ahensiya ng Supplementary Feeding Program (SFP).

“As of today, a total of 1,543,903 children in 52,949 day-care centers from all regions have benefited from SFP with a total budget of PHP3,153,931,755,” sinabi ni Villar.
