Palasyo: Coconut levy bill mahina vs korapsiyon

Ipinaliwanag ng Malacañang na ibinasura ni Pangulong Rodrigo Duterte ang coconut levy dahil ito ay mahina sa korapsiyon kaya madaling abusuhin tulad ng Road Board na ayon dito ay naging gatasan ng mga tiwaling politiko.

Ito ang ipinahayag ni Presidential Spokesperson Salvador Panelo matapos mapaulat na ibinasura ni Duterte ang Senate Bill 1976 at House Bill 8522, o Act to Further Strengthen the Philippine Coconut Authority, amending Presidential Decree No. 1468, o mas kilala bilang “Revised Coconut Industry Code, as amended, and Appropriating Funds Therefor.”

Sa kanyang pahayag nitong Sabado ng gabi, pinasalamatan ni Panelo ang pagsisikap ng Legislative na tugunan ang panawagan ni Duterte ngunit sinabing umaasa ang Palasyo na makakapagbalangkas ang mga mambabatas ng mas mainam na batas na magtitiyak ng pantay na pamamahagi ng social benefits sa coconut planters at mga magsasaka mula sa coconut levy funds na matagal nang ipinagkait sa kanila.

“While the President recognizes and commends the efforts of both Houses for their zealousness and selflessness in passing the measure, it is therefore with a heavy heart that he exercises his veto power... with the thought and confidence that the lawmakers can re-craft one that will provide more safeguards to protect the taxpayers’ money and shield the levy funds from irregular and unlawful use, as well as guarantee its proper management,” aniya.

Ipinaliwanag ni Panelo na ang veto ay hindi lamang magpapahintulot sa mga mambabatas na magbalangkas ng mas mainam na batas, ngunit ipinakikita ang determinasyon ni Duterte na labanan ang katiwalian sa gobyerno.

“The veto of the bill will give Congress more time and opportunity to improve the formulation of the PCA and the distribution of coco levy funds,” aniya.
