Paghilom at pagkakasundo tungo sa pagbangon ng Marawi

“WE are on our way to being well. We are finally learning what peace is all about,” pagdedeklara ni Marawi City, Lanao del Sur Mayor Majul Gandamra sa mga residente ng lungsod sa ikalawang taon ng paggunita sa nangyaring digmaan.

Bagamat hindi pa naipatutupad ang lubusang proseso ng rehabilitasyon, hinikayat ni Gandamra ang mamamayan ng Marawi na bigyang-diin ang paghilom bilang isang lipunan.

“Peace starts with us. Peace must be realized,” aniya, kasabay ng paglulunsad sa lungsod ng selebrasyon ng Week of Peace.

Ibinahagi naman ni Presidential Peace Adviser Carlito G. Galvez Jr., noon ay pinuno ng Western Mindanao Command, ang lakas at katatagan na ipinakita ng mamamayan ng Marawi sa kasagsagan ng digmaan noong 2017.

“I was tasked to deliver an inspirational message today as we culminate the Marawi Week of Peace. But the reality is, it is you, the people of Marawi, who have inspired and strengthen my resolve to work for genuine and enduring peace,” ani Galvez.

“Truly, I am very inspired to know that as we observe the Holy Month of Ramadan, you are using the occasion as an opportunity to reflect on the lessons of the Marawi experience and apply them to your daily lives,” dagdag pa ni Galvez.

“This is where the healing process can truly begin.”

Binigyang-diin din niya ang benepisyong hatid ng pagtatatag ng rehiyon ng Bangsamoro para sa Marawi. “The opportunity for us to heal, rebuild, and recover is within reach. With the establishment of the Bangsamoro government, the fate of this beautiful city now rests not only in the hands of the new leadership but also in your hands,” aniya.

“You now have the opportunity to play a key role in charting the course of Marawi’s future,” pagbibigay-diin niya. Ayon kay Secretary Eduardo del Rosario, pinuno ng Task Force Bangon Marawi, kakaunti na lang ang mga pamilyang nananatili sa mga evacuation camp.

“At the initial aftermath of the siege, there were about 57 evacuation centers with almost 6,000 families within and outside of Marawi. Now we have only two evacuation centers in Marawi with only about 312 families,” sabi ni Del Rosario.

“And by July, all of these families will be accommodated in the temporary shelters. So nobody will be staying in evacuation centers,” giit niya.

Dagdag pa ni del Rosario, ang mga pamilya na lumantad para sa building at reconstruction permit sa lungsod ay pahihintulutang bumalik sa mga pinakaapektadong lugar.

Ayon kay Del Rosario, unti-unti nang bumabalik ang Marawi.

“We are mandated to ensure that Marawi will rise as a prosperous city again,” aniya.

Upang makamit ang pinakamainam na paraan para sa proseso ng paghilom, nakikipagtulungan ang Armed Forces of the Philippines sa Office of the Presidential Adviser on the Peace Process (OPAPP) upang magsanib-puwersa sa rehabilitasyon ng mga dating miyembro ng teroristang grupo ng Maute.

Ayon naman kay Col. Romeo Brawner, commander ng Task Force Ranao, mahalaga rin na makilahok sa “deradicalization” ng mga indibiduwal na nahikayat na sumali sa Maute.

“We are looking at the Basilan model, wherein members of the Abu Sayyaf, who have surrendered, where given proper interventions,” aniya.

Sinabi naman ni Galvez na tutulong ang kanyang tanggapan sa militar sa bahagi ng Lanao sa pagpapahupa sa galit at poot sa pagitan ng mga biktima ng labanan at ng mga sumukong suspek.

“What we are looking at is the implementation of transitional justice and reconciliation here,” aniya. Bahagi ng aktibidad dito ang pagkikipagpulong sa mga miyembro ng Maute na sumuko at ang kanilang mga pamilya para sa isang Iftar.

Samantala, pinangunahan naman nina Galvez, Del Rosario, Gandamra, at Brawner ang seremonya para gunitain ang mga sundalo na nagbuwis ng kanilang buhay upang mapalaya ang Marawi.

“The gallantry of the 168 soldier who lost their lives will forever be etched in our hearts,” ani Galvez.
