Cabinet members, obligadong mag-logbook

Oobligahin ang Cabinet members at iba pang pinuno ng mga ahensiya ng pamahalaan na gumamit ng logbook para irekord ang lahat ng mga transaksiyon sa gitna ng mga plano na i-“audit” ang kanilang performance, ipinahayag ni Pangulong Rodrigo Duterte nitong Martes.

Pursigidong mabawasan ang red tape sa bureaucracy, sinabi ng Pangulo na binabalak niyang suriin ang government transactions na ito, kabilang na ang processing period ng permits at iba pang mga dokumento sa state offices, at papanagutin ang nga nabiging maghatid ng episyenteng serbisyo.

“I will require every department, all of you, Cabinet members, ask the bureaus to have a logbook. The time that the application is --- sa bureau, and they have the papers,” he said during the Taal situation briefing in Batangas City last Tuesday.

“You write all the things that you need for a particular transaction or paper or document in your office. Ilista mo doon sa logbook when it was submitted. Then another logbook or across it is kailan lumabas so I will audit it,” dagdag niya.

Sinabi rin ni Duterte na maglalabas siya ng executive order para mapasimple ang government processing of documents at iba pang mga transaksiyon para magkaloob ng episyenteng public service. Sinabi niya na siya ay “very impatient” at nais na mas mapagsilbihan ng mabuti ng pamahalaan ang mamamayan.

“In the next Cabinet meeting, I will already be ready with the executive order. I will ask you to abbreviate at i-limit mo ‘yung opisina na dadaanan. One table, there’s a corruption. Another table, after the approval, he sits on the papers, waits for the money, then releases the paper,” aniya.

Dismayadoparinangpamahalaan sa mabagal na transaksiyon sa pamahalaan na nagdudulot ng perwisyo sa mga tao.

Sinabi niya na bibigyan niya ang regional directors ng daawa hanggang tatlong araw para kumilos sa pending requests sa kanilang mga opisina.

“Beyond that, you have to explain to me why it took you so long to process the paper,” aniya.
