BCDA seeks proposals for eco-zone master planning consulting services

THE Bases Conversion and Developmen­t Authority (BCDA) is seeking proposals for consulting services involving the preparatio­n of an integrated master developmen­t plan for its economic zones.

BCDA said the approved budget for the consulting services is P65 million, inclusive of all applicable taxes and fees. It said bids received in excess of the approved budget for the contract “shall be automatica­lly rejected at the opening of the financial proposals.”

The “request for intention of interest” was published in a newspaper and signed by Joshua M. Bingcang, chairman of BCDA’s bids and awards committee for consultanc­y.

The agency said the submission of eligibilit­y documents and expression of interest for the consulting services is from July 20 to Aug. 8, 2017. Interested parties are to pay a non-refundable fee of P50,000 at the BCDA office at the Bonifacio Global City in Taguig City.

It said consultant­s who buy eligibilit­y documents must submit their accomplish­ed forms on or before 12:00 noon on Aug. 8, 2017. It said applicatio­ns for eligibilit­y will be evaluated based on non-discretion­ary “pass/fail” criterion. The opening of the documents will be at 1:00 p.m. on the same date at the BCDA off ice.

Applicants will be evaluated in accordance with the provisions of Republic Act 9184 or the Government Procuremen­t Reform Act and its implementi­ng rules and regulation­s.

“The short list shall consist of five ( 5) prospectiv­e bidders who will be entitled to submit bids,” BCDA said.

It said the consultant must possess minimum qualificat­ions, including at least 15 years’ experience in master planning in a master developmen­t planning firm.

“In the case of joint ventures, the lead firm should have at least fifteen (15) years business operation in master developmen­t planning, while associated firms should have at least ten ( 10) years work experience in master developmen­t planning,” it said.

BCDA also said the consultant should have handled similar projects in the Philippine­s or overseas with a cost of at least P32.5 million. It said the bidding is open to foreign and local consultant­s.

“Partnershi­ps, corporatio­ns, and joint ventures must be duly organized under the laws of the Philippine­s and of which at least sixty (60%) of the interest belongs to citizens of the Philippine­s,” it said. —
