Chinese infra firms in the mix for Clark upgrade

SEVEN groups, including three major Chinese infrastruc­ture companies, have submitted bids for the Clark Internatio­nal Airport (CIA) Phase I terminal upgrade project, the Bases Conversion and Developmen­t Authority (BCDA) said.

The BCDA and the Department of Transporta­tion (DoTr) said yesterday in a statement that bid documents for the P12.55-billion project were received from China State Constructi­on Engineerin­g Corporatio­n Ltd. (CSCEC).; China Harbour Engineerin­g Company Ltd. (CHEC); Sinohydro Corp. Ltd.; the joint venture of Megawide Constructi­on Corp. and GMR Infrastruc­ture (Singapore) Pte. Ltd.; DDT Konstract, Inc.; R-II Builders, Inc.; and Tokwing Constructi­on Corp.

Among the companies that bought bid documents but did not submit bids are the joint venture of First Balfour, Inc., and Datem, Inc.; Qingjian Group Co. Ltd.; and Atlantic Gulf & Pacific of Manila, Inc.

BCDA Vice-President for Business Developmen­t and Operations and SBAC Chairperso­n Joshua M. Bingcang said that the bid submission­s are subject to qualificat­ion.

“We will evaluate the documents and see if the companies meet the prescribed requiremen­ts,” Mr. Bingcang said in a phone interview.

The technical proposals of eligible firms will be opened on Dec. 7. Qualified bidders will then move on to the next phase, which is the opening and evaluation of the financial documents scheduled for Dec. 14.

The BCDA will award the Engineerin­g, Procuremen­t and Constructi­on contract on Dec. 15, and groundbrea­king is scheduled on Dec. 20. The new terminal is expected to be operationa­l by the first quarter of 2020.

Among the technical and financial qualificat­ion requiremen­ts are the completion of a total of P15 billion worth of related projects; the design of an airport currently in operation; net worth of at least the cost of the project; and the capacity to raise loans, with the winning bidder putting up 20% equity.

The BCDA and the DoTr are also set to review the P839- billion unsolicite­d proposal of the Filinvest Developmen­t Corp. ( FDC) and JG Summit Holdings, Inc. ( JGS) consortium for the longterm developmen­t of CIA. The proposal includes expansion of airport facilities such as terminals and runways, alongside operating and maintainin­g the existing and new passenger terminals. —
