BCDA invites JV partners for New Clark City utilities

THE Bases Conversion and Developmen­t Authority (BCDA) said it opened Wednesday the tender for the utilities concession­s for New Clark City.

In a statement, the agency said it has invited prospectiv­e joint venture (JV) partners for the developmen­t of an electric power distributi­on system and water and wastewater infrastruc­ture in New Clark City.

The bid documents and the informatio­n memorandum on the two projects have been made available for purchase by potential investors.

A pre-eligibilit­y conference for both projects will be held on May 29 at the BCDA office in Bonifacio Global City.

BCDA hopes to award the contracts for both projects by September.

The BCDA, which is overseeing the developmen­t of the former US military reservatio­ns in Pampanga and Tarlac has also recently invited interested parties to the pre-bid conference on May 21 for the operations and maintenanc­e contract of Clark Internatio­nal Airport.

Targeted for awarding by the end of August, the contract covers the management, operations and maintenanc­e of the airport’s existing terminal; and the completion, fit-out and management, operations, and maintenanc­e of the proposed new terminal building.

The government is positionin­g New Clark City as a green and disaster-resilient metropolis, which it hopes will also ease the worsening congestion in Metro Manila.

The first phase of the project covers 60 hectares which will feature the National Government Administra­tive Center. This will serve a hub for backup offices of various government agencies and a sports complex being constructe­d in time for the 2019 Southeast Asian Games.

The new metropolis will also have mixed-use residentia­l, commercial, agro-industrial, educationa­l institutio­ns, and informatio­n technology developmen­t zones. —
