Palace coterminous appointees, contractuals told to vacate posts

PRESIDENT Ferdinand “Bongbong” R. Marcos Jr. has ordered all coterminous officials from the previous administration to vacate their posts.

The President issued the order by issuing Memorandum Circular (MC) No. 1, through executive Secretary Victor D. Rodriguez, last Thursday.

MC 1 took effect on noontime of June 30, 2022.

Among those to be affected by the new issuance are presidential appointees whose appointments are classified as co-terminus; presidential appointees occupying positions created in excess of the authorized staffing pattern; noncareer executive Service Officials (CESO) occupying Career executive Service positions; and contractual and/or casual employees.

Positions, which would be left vacant because of MC 1, shall be filled up by the next in rank and most senior official as officers-incharge (OIC).

The OICS will continue to head their concerned department, office, agency, and bureau until July 31, 2022 or until their replacements have been appointed or designated.

For non-cesos, they will continue to discharge their duties on a hold over capacity until August, their resignation has been accepted, or they are officially replaced, whichever comes first.

Affected contractual and/or casual employees whose contracts will expire on June 30, 2022 will continue their service only until the end of next month, or until their contracts are terminated or renewed as the case may be.

The said non-ceso, contractual and/or casual employees are mandated to turnover their documents, equipment and properties related to their jobs to their successor or their concerned heads.

They will receive their compensation based on existing civil service, budgeting, accounting and auditing laws and rules.

In a related development, Marcos Jr. also issued his MC No. 2 reiterating the Complete Staff Work (CSW) in the processing and evaluation of requests for presidential issuances, authorizations and approvals stated in MC No. 77 dated November 15 2019.

Requests, which violate the said requirement will not be acted upon or returned by the Office of the President to the applicant.

Both MC 1 and 2 took effect last Thursday, July 1, 2022 after Marcos assumed the presidency.
