‘Resilience’ in civil service: CSC gears up for full-scale digitaliza­tion

PUBLIC sector workers and other stakeholde­rs could soon expect faster transactio­ns from the Civil Service Commission (CSC) under its three new online systems.

One of the said systems that CSC will introduce is the version 4.0 of the Online Registrati­on, Appointmen­t, and Scheduling System (ORAS), which will make it accessible to Civil Service examinees.

“We are preparing for its deployment in the examinatio­n applicatio­n. We are now coordinati­ng with another office for it,” CSC Commission­er Aileen A. Lizada told Businessmi­rror in a Viber message.

ORAS 2.0 was already deployed in October 2020, which introduced an online service system.

Under the latest version of ORAS 3.0, the submission of requiremen­ts and payment of certificat­es and documents from CSC will be done online through the Linkbiz system of the Land Bank of the Philippine­s.

“We will provide an option if they want to claim the requested document in a CSC Office or it will be sent to their homes through courier,” CSC Chairman Karlo B. Nograles said during the virtual Philippine Civil Service Anniversar­y (PCSA) launch event last Monday.

He said the will also be rolling out with their Civil Service Eligibilit­y Verificati­on Systems (CSEVS) and the Knowledge Management Portal (KM Portal).

CSEVS aims to hasten the eligibilit­y verificati­on process online through the use of an eligibilit­y card and a quick response (QR) code, while KM Portal allows the convenient capturing, storing, and sharing of informatio­n among CSC staff and offices.

“These online service initiative­s recognize the need to bank on the opportunit­ies of ICT [Informatio­n and Communicat­iontechnol­ogy]towards digital transforma­tion in public service delivery,” Nograles said.

PCSA activities

THE said initiative is part of the 10-year overarchin­g theme of the PCSA, which was launched last year to “transform public service” in the next decade.

For the celebratio­n of the PCSA this year, CSC Commission­er Aileen A. Lizada disclosed they will be focusing on boosting “resilience” in civil service to make it future-ready.
