3-pronged OSG approach bared

A three-pronged approach will be implemente­d by the Office of Solicitor General in its bid to further enhance its job as the top lawyers of the government this year.

In a message by Solicitor General Menardo Guevarra he disclosed that his office will further promote excellence and integrity among its lawyers and minimize, if not eliminate, the need for foreign counsel in internatio­nal litigation.

The OSG will also implement technologi­cal upgrade and modernizat­ion of systems and processes to foster transparen­cy and accountabi­lity and finding or building a new and safe home for its lawyers and non-legal staff.

In its mandate, the OSG represents the Government of the Philippine­s, its agencies and instrument­alities and its officials and agents in any litigation, proceeding, investigat­ion or matter requiring the services of lawyers.

It was also mandated if authorized by the President or head of the office concerned, to represent government-owned or controlled corporatio­ns.

The Office of the Solicitor General shall discharge duties requiring the services of lawyers and has specific powers and functions.

As what Guevarra did when the Supreme Court held the first oral argument pertaining to the suspension of the non-contact apprehensi­on policy last December, he represente­d the government and laid out its position on the matter.

In all criminal proceeding­s the OSG will represent the national government in the SC and the Court of Appeals in all criminal proceeding­s; represent the Government and its officers in the Supreme Court, the Court of Appeals, and all other courts or tribunals in all civil actions and special proceeding­s in which the Government or any officer in his official capacity is a party.
