BoC intensifies E-TRACC system

The Bureau of Customs is intensifying the implementation of the Electronic Tracking of Containerized Cargo System, to prevent smuggling by diversion of cargoes.
E-TRACC is a real-time monitoring system used to track the movement of containerized cargoes using global positioning system-enabled tracking locks.
The BoC monitors the movement and location of all containers and obtains real-time alarms through the system 24/7.
In 2022, the system documented 517,992 trips, of which 3.50 percent (18,099 visits) alarmed the BoC because of irregular movements.
The BoC’s strict monitoring of cargo movements will suppress illegal activities, including route deviations, unauthorized start and end trips.
In deploying the BoC’s Quick Reaction Team and other pertinent units in the agency, Commissioner Yogi Filemon Ruiz issues Mission Orders to verify the status of containers through immediate investigations and other enforcement actions.
High compliance rate of consignees
The minimal number of alarms manifests the high compliance rate of consignees due to the BoC’s strict monitoring of cargo movements to suppress illegal activities, including route deviations, unauthorized start and end trips, and tampering with alarms, to name a few.
Ruiz is also taking efforts, under his watch, to employ stringent implementation of anti-smuggling initiatives by continuously modernizing its Information and Communications Technology systems and deploying new land and water patrol assets.
Meanwhile, the BoC also remains resolute in upholding strict border control measures to counter smuggling and other forms of Customs fraud.
