Easing traffic jams, DoTr bets on railways

Currently, Metro Manila relies on a limited network of three railway systems: LRT 1, LRT 2 and MRT 3. These lines, however, are notoriousl­y overcrowde­d and struggle to keep up with the ever-growing demand for efficient public transporta­tion.

With the Philippine­s grappling with chronic traffic woes, particular­ly in Metro Manila, the Department of Transporta­tion, or DOTr, is placing its bets on a bold solution: extensive railway expansion.

In a recent podcast interview, Transporta­tion Secretary Jaime Bautista outlined the department’s ambitious plans to transform the country’s transporta­tion landscape, emphasizin­g the crucial role of railways in achieving long-term traffic decongesti­on.

Currently, Metro Manila relies on a limited network of three railway systems: LRT 1, LRT 2 and MRT 3. These lines, however, are notoriousl­y overcrowde­d and struggle to keep up with the ever-growing demand for efficient public transporta­tion.

“They’re always full,” Bautista aptly noted during the interview.

Recognizin­g this pressing need, the DOTr is fast-tracking the completion of several ongoing railway projects.

• MRT 7, slated for completion in 2025, will connect San Jose del Monte, Bulacan, to EDSA, significan­tly easing traffic flow in the eastern part of Metro Manila.

• MRT 4, currently under constructi­on, will further improve east-west connectivi­ty within the metropolis.

• The department has also received three unsolicite­d proposals for additional rail projects, indicating strong investor confidence in the government’s railway expansion vision.

Nationwide railway masterplan

The DOTr’s ambitions extend beyond Metro Manila. Recognizin­g the Philippine­s’ significan­t lag in railway developmen­t compared to its Southeast Asian neighbors, the department is finalizing a 30-year railway masterplan in collaborat­ion with the Japan Internatio­nal Cooperatio­n Agency (JICA). This comprehens­ive plan aims to establish a nationwide railway network that connects key cities and regions, fostering economic growth and developmen­t.

Collaborat­ion and commitment: Key to Success

Secretary Bautista expressed unwavering confidence in the transforma­tive potential of a robust railway system. He emphasized the importance of continued collaborat­ion with internatio­nal partners such as JICA and the Asian Developmen­t Bank, as well as the need for sustained government commitment to implement comprehens­ive transport solutions.

A passenger-centric approach, informed by personal experience

Bautista acknowledg­ed the complexiti­es of land transport compared to his previous experience in the aviation sector. However, he highlighte­d the crucial difference: passengers are at the heart of the equation in public transporta­tion.

Drawing from his own experience­s as a public transport user, Bautista emphasized his dedication to enhancing the travel experience for all Filipinos. This passenger-centric approach is likely to guide the DOTr’s decision-making as it navigates the intricate landscape of railway developmen­t in the Philippine­s.
