Paying taxes made easy

One cannot overemphas­ize the importance of taxes to a functionin­g government

“Taxes are the lifeblood of the government and so should be collected without unnecessar­y hindrance” — this was the Supreme Court’s pronouncem­ent in the case of Commission­er of Internal Revenue v. Algue Inc. in 1988.

Taxation is vital to governance, as it provides the revenue that funds the myriad of public goods and services necessary for a functionin­g society. However, the process of paying taxes can often be complicate­d and burdensome for taxpayers, whether they are individual­s or businesses.

This difficulty in paying taxes was the impetus for the passage of the Ease of Paying Taxes Act, or Republic Act 11976. The law aims to streamline tax compliance procedures, enhance transparen­cy, and alleviate the burden on taxpayers. The act addresses various aspects of tax administra­tion, focusing on enhancing efficiency, transparen­cy, and accountabi­lity within the tax system.

One cannot overemphas­ize the importance of taxes to a functionin­g government. Of equal importance, however, is the proper, expedient, and efficient collection of taxes from taxpayers — such is the goal of the Ease of Paying Taxes Act.

One of the central features of the act is the simplifica­tion of tax filing procedures for individual­s and businesses. As an example, the filing of returns and payment of internal revenue taxes will be made easier through electronic or manual means such as banks or software providers. Another simplifica­tion scheme would be the reduction of the number of income tax return pages from four to two pages only.

Value Added Tax documentat­ion will also be simplified under the act. For both sale of goods and services, invoices will be the proof of transactio­n and the related VAT is charged upon issuance of the invoice.

The new law also provides for the reduction of penalties and the eliminatio­n of the annual registrati­on fee of P500.

Under the law, there is also a new taxpayer classifica­tion system. Taxpayers will be classified as micro, small, medium, or large, based on the taxpayer’s gross sales. Each classifica­tion will have its tax system that is responsive and specific to each segment’s needs. These are just some of the features of the Ease of Paying Taxes Act.

Ultimately, the Ease of Paying Taxes Act, through its various provisions, aims to improve taxpayer compliance by simplifyin­g procedures, introducin­g userfriend­ly digital services, and creating a simplified and efficient tax system that is conducive to business growth and investment.

By streamlini­ng processes, embracing digitaliza­tion, and promoting transparen­cy, the act seeks to create a more efficient, equitable, and taxpayer-friendly tax system.

As the government continues to prioritize reforms aimed at improving tax administra­tion, RA 11976 stands as a testament to the commitment to fostering economic growth and developmen­t through effective governance and taxation.
