ISA’S 15TH GOVERNANCE BOOT CAMP

Over 110 public servants were trained at the recently concluded 15th Governance Boot Camp organized by the Institute for Solidarity in Asia (ISA) in partnershi­p with the Municipal Government of Mariveles and the Provincial Government of Bataan.

Through the boot camp, public servants learn the basics of the Performanc­e Governance System (PGS) – ISA’s governance reform program that helps institutio­ns design, implement, and sustain long-term transforma­tive strategies, enabling them to deliver better services to their constituen­ts.

Delegates were given the opportunit­y to form networks among like-minded people undergoing similar transforma­tion journeys, and to share best practices with other public servants eager to change the way things are done in the bureaucrac­y.

Tessa Ferraren from the Provincial Government of La Union shares, “I find it very inspiring to know that there are still a lot of public servants who leave their comfort zones to make the country a better Philippine­s for all.”

To create a fun learning environmen­t for the delegates, each boot camp has its own theme. This year’s Japanese theme saw delegates grouped into clans with “senpais” (facilitato­rs) and “shoguns” (group leaders) to battle it out through class participat­ion and other creative activities.

Delegates of the Basic Class were introduced to the PGS framework through lectures on strategy design and execution, interactio­ns with governance experts, and case studies featuring the local government units of Samal, Dinalupiha­n, Balanga, and Bataan Province.

As the more advanced PGS practition­ers, Master Class delegates focused on furthering their skills in monitoring and sustaining their progress beyond the four stages of the governance reform program.Delegates were given the opportunit­y to share their innovation­s with the rest of the class, learn from other institutio­ns’ experience­s with the PGS, and consult with governance experts in a mentoring session.
