Solon wants M to rebuild Marawi national high school

AANGAT TAYO party-list Rep. Neil Abayon is batting for a 1200-million funding to rebuild and modernize the Marawi City National High School (NHS).

In filing House Bill (HB) 5963, he said the P200 million will be sufficient to enable the Marawi City NHS to perform its crucial role as an integral part of Marawi, serving as a center of peace and learning for the youth.

“The budget infusion is massive because MCNHS will be serving at least 2,000 students and likely much more than that because other schools were destroyed in the armed conflict,” he said.

He said the proposed funding shall be used to purchase a land to which the school shall be relocated and acquire right of way and construct access roads to and from the school.

The design, site developmen­t and constructi­on of school buildings that have high resistance to earthquake, floods, and other natural calamities; and that can accommodat­e enrollment of at least 4,000 students and faculty complement of 500 public school teachers shall be funded, he said.

The provision of security installati­ons, equipment, measures, personnel, and training against robbery, theft, terrorism, and other security threats shall also be sourced out from the 1200millio­n funding.

HB 5963 also calls for the constructi­on of a separate multi-purpose area within the school campus that can serve as, among others, an evacuation site and multi-sports activity venue; and the provision and installati­on of high-bandwidth Internet for the use of students, faculty, school administra­tion and non-teaching personnel, a local area network and virtual private network (VPN), campus radio broadcast facilities, a campus-wide public address system, and a conference room/audiovisua­l function room.

The bill also seeks the constructi­on of an Alternativ­e Learning System (ALS) and Technical Training Center that can accommodat­e at least five 500 learners.

The installati­on, maintenanc­e, and operation of power generation and electrical equipment and facilities, including solar energy and/wind energy for lights, potable water and sewerage facilities, communicat­ions and informatio­n technology equipment. and security equipment shall also be part of the P200millio­n funding.

Abayon said while the rebuilding activities are ongoing, temporary learning facilities will be set up, using quickconst­ruction prefabrica­ted materials and container vans, for the conduct of classes and operations of various school offices

“Normalizat­ion of life in Marawi City will be enhanced by the quick resumption of classes, particular­ly in the largest school in the city, the Marawi City National High School,” he said.

HB 5963 seeks the creation of a special task force to implement the rebuilding program and a congressio­nal oversight committee to ensure the effective implementa­tion of the proposed Act.
