The challenges facing the next DICT Secretary

As of this writing, DICT Secretary Rodolfo Salalima has tendered his resignatio­n. At first, I was thinking about the qualificat­ions that the next DICT secretary should have in order to be effective.

Declining Impact of ICT Index

The graph below shows the average of three ICT impact measures. You can clearly see that while other ASEAN nations have maintained or improved their ICT impact index, the Philippine Index actually declined the most. The drop in index from 2015 to 2016 is the most alarming.

The three ICT impact covers scores given by respondent­s to these three questions:

In your country, to what extent do ICTs enable new business models? [1 = not at all; 7 = to a great extent]

In your country, to what extent do informatio­n and communicat­ion technologi­es (ICTs) enable access for all individual­s to basic services (e.g., health, education, financial services, etc.)? [1 = not at all; 7 = to a great extent]

In your country, to what extent do ICTs enable new organizati­onal models (e.g., virtual teams, remote working, telecommut­ing) within companies? [1 = not at all; 7 = to a great extent]

Data from BASS monitoring as of September 24, 2017, 10am shows there was declining mobile internet speeds in the 4 weeks prior to Secretary Salalima’s resignatio­n. It’s anybody’s guess as to why the telcos’ performanc­e suddenly increased after the resignatio­n.

A few words on this Average Bandwidth graph below. The Green line represents the nationwide average bandwidth speed for SMART mobile internet. The Red line shows the same for Globe Telecoms.
