PNP reshuffle
The Philippine National Police (PNP) reshuffled 12 of its high-ranking police officers effective yesterday, including a police director who will return to his former unit in the Special Action Force (SAF) exactly a week before the ill-fated Mamasapano clash in 2015. Director General Ronald dela Rosa ordered the third level re-assignment of Director Noli Talino, from the Directorate for Human Resource and Doctrine Development (PNP-DHRDD) to the Special Action Force (SAF). It is a post Talino once held as a commander after replacing Director Getulio Napenas, who was relieved after the Mamasapano encounter on Jan. 25, 2015. SAF commander, Director Benjamin Lusad was re-assigned to the Directorate for Integrated Police Operations in Southern Luzon (DIPO-SL). Three other police directors were re-assigned including Director Cedrick Train, from the Directorate for Integrated Police Operations-Western Mindanao (DIPO-WM) to DHRDD; Director Noel Constantino, from the Directorate for Police Community Relations (DPCR) to the DIPO-WM; and Director Eduardo Serapio, from the Directorate for Integrated Police Operations-Southern Luzon (DIPO-SL) to DPCR. Furthermore, seven chief superintendents were also included in the overhaul: Chief Supt. Elmo Francis Sarona, from Police Regional Office (PRO) in Cordillera to Directorate for Investigation and Detective Management (DIDM); Chief Supt. Edward Carranza, from PNPHealth Service to PRO-Cordillera; Chief Supt. Emmanuel Luis Licup, from the PNP-Directorate for Operations (DO) to PRO-MIMAROPA; Chief Supt. Wilben Mayor, chief of PRO-4B was re-assigned to DO; Chief Supt Robert Quenery, from PRO-2 to PRO-7; Chief Supt. Timoteo Pacleb, from PRO-10 to PRO-2; and Chief Supt.
