3 police heads caught drinking, sleeping while on duty relieved

Three police commanders and their subordinat­es were relieved by the National Capital Region Police Office (NCRPO) after they were caught drinking liquor and sleeping while on duty in a surprise inspection Wednesday.

NCRPO Director Oscar Albayalde ordered the relief of Senior Inspector Mark Oyad, chief of Muntinlupa’s Sucat Police Community Precinct (PCP-4); Senior Inspector Ferdinend Duren, chief of Pasay’s Maricaban precinct (PCP-8); and Senior Inspector John Glenn Siguan, chief of Pasay’s Malibay precinct (PCP-7).

Albayalde made the first stop of the surprise inspection at the Muntinlupa City Police around 11:30 p.m. Tuesday where he caught Oyad drinking with Police Officer 2 Michael del Monte at the police station.

Albayalde caught two more officers who were not in proper uniform sleeping, PO1 George Guay and PO1 Joceline Montero. They too were ordered relieved by Albayalde.

At the Pasay police stations he saw Duren and Siguan also sleeping at their stations, along with a few of their men.

Albayalde directed Southern Police District (SPD) director, Chief Supt. Tomas Apolinario Jr., to relieve around 18 officers at the three police precincts where the drunk and sleeping cops were caught.

“We are serious about these kind of wrongdoing­s from our cops. We don’t have any reason to be foolish because our salaries have already been doubled,” Albayalde said later in a radio interview.

Superinten­dent Jenny Tecson, chief of SPD Public Informatio­n Office, told Manila Bulletin the erring officers were brought to the NCRPO station holding unit for an investigat­ion.

“They will undergo a pre-charge investigat­ion to determine the degree of their administra­tive culpabilit­y,” Tecson said.

She said the officers will be charged with grave misconduct, an administra­tive charge, for drinking and sleeping while on duty.
