Ex-BJMP exec, sis-in-law held for extortion

CEBU CITY – A retired official of the Bureau of Jail Management and Penology (BJMP) and her sister-in-law were arrested after they allegedly extorted money from a BJMP applicant.

Former Jail Supt. Priscillana Lee Gillboy, 49, and Fatima Gillboy, 45, were arrested last Tuesday afternoon in an entrapment set up by a team from the Criminal Investigation and Detection Group-Central Visayas (CIDG) at a fastfood outlet inside a mall in Barangay Mabolo here.

The two suspects, who were detained at the CIDG Central Visayas headquarters, refused to comment.

Chief Insp. Chuck Barandog of regional CIDG said an applicant complained that the two demanded money from him so he could pass the neuro-psychiatric examination.

Priscillana is in charge of the neuro exams in the Visayas," Barandog said. She retired last March 30.

Barandog said he will find out with BJMP why Priscillana continued to handle the exams when she is already retired.

Fatima transacts with applicants using Priscillana's authority, Barandog said.

"The amount of money that was demanded from applicants was equivalent to a one-month salary of a Jail Officer 1 which is between P30,000 and P40,000," he said.

Police refused to identify the complainant for security purposes.

Barandog said the applicant and the suspects met last Good Friday in an uptown mall in Cebu City.

The applicant agreed to pay P20,000 and hand over the amount to the suspects during their next meeting last Tuesday.

The applicant then sought help from the CIDG and an entrapment was arranged.

During the second meeting, Fatima had just received an envelope containing the P20,000 in marked money when CIDG operatives moved in and arrested the two suspects.

Barandog said robbery with extortion charges will be filed against the suspects.

"Based on the text messages that we saw in the cellphones of the suspect, this illegal activity has been going on for a long time," said Barandog.
