Caloocan councilor files ordinance to regulate riding-in-tandem on motorcycles
Due to a series of shooting incidents involving motorcycle-riding assailants in Caloocan City, the city council has drafted a measure that seeks to regulate the act of ridingin-tandem on motorcycles.
A proposed ordinance authored by Councilor Rose Mercado said that “motorcycle became an effective and favorable means for criminals and scalawags in committing offenses against persons and property, from petty to heinous crimes and even acts of terrorism.”
“The mobility of motorcycles is greatly advantageous to the criminals since it facilitates easy access to target victims and provides expeditious escape from the crime scene,” the draft measure read.
If passed, riding-in-tandem onboard a private motorcycles will only be allowed if the rider is male and the back-rider is a female, or when the two riders are female.
Also allowed will be tandems of up to third-degree relatives. They need to show proofs like a certification from the barangay and other documents.
Meanwhile, members of the Philippine National Police or any law enforcement agencies are also allowed while on duty and in uniform.
Also exempted are co-workers with proper identification and company certification, students wearing uniform with identification and school certification, and those in emergency situations.
Violators will face fine from 1500 to 15,000 or imprisonment of 10 to 60 days.
