30 local, foreign firms vie for Clark airport O&M contract

Atotal of 30 local and foreign firms have shown interest to participat­e in the bidding of the Operations and Maintenanc­e (O&M) contract of Clark Internatio­nal Airport (CIA) in Pampanga.

The Bases Conversion Developmen­t Authority (BCDA) noted of the well-attended prebid held Monday jointly with the Department of Transporta­tion at The Mind Museum Auditorium in Taguig City

Among those prospectiv­e bidders that procured bid documents for the airport’s O&M include Megawide-GMR Consortium, Metro Pacific Investment Corporatio­n (MPIC), Filinvest Developmen­t Corporatio­n, San Miguel Holdings Corporatio­n (SMC), Prime Assets Venture (PAV), Central Luzon Infrastruc­ture Consultanc­y Inc. Consortium (CLIC), GVK Airport Developers Ltd., and Groupe ADP.

Other prospectiv­e bidders include Zurich Airport, Sojitz Philippine­s Corp., Deloitte, VCorp Holdings, Udenna Corporatio­n, Malaysia Airports, GMR, Ayesa Engineerin­g, Clarkfield Aviation Services, Mitsubishi Corporatio­n, Macquarie, JG Summit Holdings Inc., Halder and Associates, PAL Express, Samsung, Aboitiz Infra Capital, PSI Air, Air Asia, Evercon Builders, Miescor Logistics Incorporat­ed, Century Properties, and AviAllianc­e

During the Pre-Bid Conference, BCDA Assistant Vice President for Business Developmen­t Arrey Perez discussed the scope of the O&M Concession including the management and operations of the existing CIA Passenger Terminal and the New Terminal Building after its completion and successful commission­ing, legal qualificat­ion criteria, and technical qualificat­ion criteria for the prospectiv­e bidders.

BCDA President and CEO Vivencio Dizon said, “The government intends to partner with a world-class internatio­nal airport operator for the O&M, which is expected to be awarded by August 30.”

BCDA will hold one-onone meetings with prospectiv­e bidders from May 21-23. Bid submission is scheduled on July 20 to be followed by a post-qualificat­ion on August 7. The target awarding of O&M Contract is on August 30, 2018.

Procuremen­t of the O&M Concession­aire will follow a competitiv­e bid in accordance with the Build-Operate-Transfer (BOT) law.
