Bulacan, DSWD sign MOA on data sharing for poor’s social protection

CITY OF MALOLOS, Bulacan — The Provincial Government of Bulacan headed by Governor Wilhelmino M. Sy-Alvarado signed recently a Memorandum of Agreement (MOA) on Data Sharing with the Department of Social Welfare and Developmen­t (DSWD) for its “Listahanan” or poverty database at the Capitol, here.

The DSWD Listahanan is an informatio­n management system that provides national government agencies, developmen­t partners, and other social protection duty-bearers with informatio­n on who and where the poor are in the country.

Alvarado assured that under the MOA, both parties must guarantee the confidenti­ality of data and take into considerat­ion the Republic Act No. 10173, also known as the Data Privacy Act (DPA) of 2012.

For its part, the DSWD said that accessing the Listahanan database can only be used for social protection activities like provision of social services or enrollment in poverty reduction programs and the developmen­t of programs or projects including the Pantawid Pamilyang Pilipino Program (4Ps), Sustainabl­e Livelihood Program (SLP) and the Social Pension Program.

Under the MOA, the provincial government is mandated to provide social protection programs and services for the poor, disadvanta­ged, and vulnerable sectors of the locality, said Alvarado.
