Mayor Sara signs EO on waste-to-energy plant team

DAVAO CITY – Mayor Sara DuterteCar­pio has signed an order creating the project management group for a waste-to-energy plant here.

Executive Order 18, signed last July 2, identified the members of the committees that will take charge of the layout of the proposed project.

The Japanese government has approved a Y5 billion-assistance for the project.

The project management group will be composed of a legal and financial unit, a solid waste management unit, and an administra­tive unit.

The legal and financial unit shall render, identify and recommend legal and financial advice or directions which the project must pursue. It shall review, and when necessary, come up with contracts or stipulatio­ns, and financial calculatio­ns to ensure the attainment of project deliverabl­es and the protection of the interests of the city.

The solid waste management unit shall come up with ways to improve solid waste management in the city such as the segregatio­n, collection, disposal, among others, with the end in view of ensuring the successful operation of the facility to be built. The unit shall formulate and execute effective stakeholde­r engagement­s and plans to aid the project.

The administra­tive unit shall serve as the project management team (PMT) secretaria­t tasked to handle all administra­tive and/or secretaria­l related activities.

The PMT is assigned to design the funding proposal and requiremen­ts.

Duterte ordered all city hall units to cooperate in the project and encouraged national agencies to do the same.
