The COA informed CWC Executive Director Mary Mitzy Cajayon-Uy that the disbursement of the funds is “bereft of legal basis” as it falls under the category of “Irregular Expenditure” as defined under COA Circular No. 2012-0003 dated Oct. 29, 2012.
In its 2017 annual audit report for the agency, COA disclosed that cash advances amounting to P1,050,000 was paid by CWC to an unnamed “DZMM reporter” to cover activities lined up by the CWC for celebration of the National Children’s Month last year.
In exchange for the amount, the radio reporter allegedly arranged radio and television guesting of CWC official, complied news reports and articles that were published and distributed NCM materials as part of the media campaign.
Auditors disclosed that the supposed media campaign contractor was also tasked “to invite press people to various activities” for the celebration and ensure the availability of CWC officials for guesting in media events.
“However, audit of the liquidation of the cash advances revealed thaat no contract was executed,” audit examiners noted.
According to the COA the CWC also did not conduct a public bidding for the procurement of the media campaign services, adding that this violated Republic Act 9184 or the Government Procurement Act.
