PSALM to rebid O&M contract for Malaya plant
Due to disqualification of the previous entity that had the lowest bid, state-run Power Sector Assets and Liabilities Managament Corporation (PSALM) is scheduling a rebid process on August 30 this year for the Operation and Maintenance Service Contract (OMSC) of the 650-megawatt Malaya thermal power plant.
That was following declaration of PSALM that Mindoro Grid Corporation, the bidder with the lowest offer in the last auction, had been disqualified on technical grounds.
On the next bidding round, PSALM also reduced the O&M contract cost to 1213 million from what was prescribed at
1264 million last time. “PSALM now invites bids for the second round of procurement of the Operation and Maintenance Service Contract for the Malaya thermal power plant,” the company has stipulated in its newly issued Invitation to Bid (ITB).
The budget for this deal, according to PSALM, shall be included in its 2019 appropriation. “Bids received in excess of the approved budget cost shall be automatically rejected at bid opening,” the state-run firm has specified.
PSALM emphasized “the delivery of goods and services is required for one year upon the effectivity of the contract.” That timeframe shall be determined upon post-evaluation of the qualified bids.
When it comes to their qualification, it was noted that the bidders “should have completed, within five years from the date of submission and receipt of bids, a contract similar to the project.”
