CIBAC vows to intensify fight vs corruption
Citizens Battle Against Corruption (CIBAC) party-list, a multisectoral organization dedicated to fight graft and corruption in government, will once again join the party-list race in the House of Representatives as it fields five nominees from Luzon, Visayas and Mindanao.
The nominees submitted their Certificate of Nomination and Acceptance (CONA) for the 2019 midterm elections at the Commission on Elections Main office in Intramuros, Manila on Oct. 17.
Incumbent CIBAC Representative Sherwin Tugna said that CIBAC, through its nominees, will continue to play an active role in legislating good governance and anti-corruption measures in the Lower House.
CIBAC’s first nominee, Eddie Villanueva, vowed to continue CIBAC’s advocacy of fighting corruption and cronyism. The other nominees are Domingo Rivera, Atty. Lyndon Caña, Atty. Armi Jane Borje, and Stanley Clyde Flores.
CIBAC has been represented in the House of Representatives since the 12th Congress in 2001 up to present.
“Sa loob ng siyam na taon ng ating panunungkulan, hindi nagpatinag ang CIBAC Party-List sa pagtutulak ng mga panukalang batas na nakatuon sa pagsusulong ng mabuting pamamahala (Within nine years of our public service, CIBAC Partylist has not wavered in pushing for legislation focused on advancing good governance),” said Tugna.
“Isa sa mga sinulong ng CIBAC ngayong 17th Congress ang pagsasabatas ng Strengthening of the Office of the Ombudsman Act. Ito ay naglalayong magbigay ng insentibo sa mga kawani ng Ombudsman sa pagsupil sa mga korap at buwaya sa gobyerno (One of CIBAC’s thrusts in this 17th Congress was the legislation of Strengthening of the Office of the Ombudsman Act. This aims to give incentives to personnel of the Ombudsman in repressing the corrupt in government),” he added.

“Ako po ay nandito ngayon sa inyong harapan upang tanggapin ang hamon ng paglilingkod sa bayan. Ipagpapatuloy at papaigtingin natin ang laban kontra korapsyon at isusulong ang malinis at tapat na pamamahala sa loob at labas ng Kongreso (I am here today in front of you to accept the challenge of serving the nation. We will continue and intensify our fight against corruption and advance clean and honest government in and outside Congress),” said Villanueva. “CIBAC will continue to be the fiscalizer of the government.”
In the 17th Congress, CIBAC PartyList authored and co-authored 131 House Bills and Resolutions, with 11 bills getting enacted into law.
Among the priority measures of CIBAC this 17th Congress are the following bills: Anti-Graft and Corrupt Practices Information and Education Act, Barangay Anti-Hakot Bill, and the Freedom of Information Act. CIBAC was instrumental in the passage of the Anti-Red Tape Act, Government Procurement Reform Act, and the Ease of Doing Business Act.
