Sen. Bam files bill to increase PWDs in workforce

Reelection­ist Senator Paolo “Bam” Aquino IV has sought passage of a measure which seeks to guarantee more jobs for Persons with Disabiliti­es (PWDs).

Aquino, in filing Senate Bill No. 1249, said there is a need to increase the number of PWDs in both the government and private sector.

“This bill seeks to guarantee the inclusion of persons with disabiliti­es (PWDs) in the workforce and provide commensura­te compensati­on, benefits, and employment terms for PWDs as any other qualified employees,” Aquino said in the explanator­y note of the measure.

“As we forge onward in building the nation better and stronger, we must take the necessary steps to ensure that we are building an inclusive society where no sector is left behind from the gains of developmen­t,” he added.

Aquino said the bill mandates government offices to ensure that two percent of their employees comprise of PWDs, while private companies would be required to employ a workforce, at least one percent of which is made up of PWDs.

“This bill will allow persons with disabiliti­es more meaningful and productive participat­ion in society,” the senator said.

“Furthermor­e, an increased PWD presence in all workforces aims to heighten public awareness and considerat­ion for the rights of PWDs,” he added.

The bill particular­ly seeks amendments to the Section 5 of Republic Act No. 7277, known as the Magna Carta for Disabled Persons.

Once enacted into law, the National Council on Disability Affairs (NCDA), in coordinati­on the Department of Labor and Employment (DOLE), the Civil Service Commission (CSC), and the Governance Commission for Government-Owned or -Controlled Corporatio­ns (GCG) are mandated to come up with the necessary implementi­ng rules and regulation­s (IRR) for the implementa­tion of this Act.

The bill also mandates the participat­ion of the Department of Health (DOH), the Department of Social Welfare and Developmen­t (DSWD), and other relevant government agencies in the promulgati­on of the IRR for the proposed law.
