Baguio scores violation of GCQ construction guidelines; warns PUJs vs double fare
BAGUIO CITY — The city government will enforce local measures and laws designed to curb the spread of the coronavirus disease (COVID-19) in construction areas.
Mayor Benjamin Magalong directed architect Johnny Degay, head of the City Buildings and Architects Office, and, Atty. Richard Dayag, Officerin-Charge of the City Legal Office, to look into reported violations of workers at a construction site in barangay Fairview.
Magalong also threatened to stop giving subsidy to jeepney associations charging double fares.
Magalong said he continues to receive reports that some associations continue to collect additional fares which are unauthorized despite being advised against it.
He said the purpose of the city government in giving subsidy is to give jeepney drivers a chance to recoup their losses brought about by the reduced number of their load capacity due to the coronavirus disease (COVID-19) safety measures.
“But if you are already getting the subsidy but are continuing to collect fares beyond what is authorized, then you are already profiteering and violating the terms of the subsidy and therefore are not anymore deserving of the aid,” Magalong said.
“I will therefore stop the grant of the subsidy unless the drivers and operators will get their acts together,” he warned.
Reports claimed that the construction is not covered by the required permits and workers in the area are not wearing face masks and personal protective equipment (PPE).
Magalong ordered the city officers to immediately issue a notice of violation and cease and desist order and to file the necessary complaint against the erring contractor and his workers.
He reminded the public that despite the easing of some restrictions under a General Community Quarantine (GCQ), regulations under the Enhanced Community Quarantine (ECQ) that were found to be effective in “flattening the curve” will still be observed.
In line with the policies laid down by the national government, the city government had earlier issued guidelines to be observed in construction sites on the heels of the city’s eventual transition from ECQ to GCQ which allows the construction of public works and private civil works to resume.
