DRUG USER ARRESTED FOR RAPE-SLAY OF 7-YEAR-OLD GIRL

JAY Payawal, 30, a resident of Acero Street of Barangay Tugatog, was arrested by policemen after he was accused of the rape-slay of a seven-year-old girl in Malabon City on Saturday. He was tagged by a 16-year-old witness who said Payawal was seen entering the Tugatog Cemetery with the victim. Payawal is a neighbor of Ramos and her godfather. Payawal, who vehemently denied the accusation, did not resist arrest. A police report showed that Ramos’s bloodied body was found by Police Officer 1 Donald Lopez at around 9:30 p.m. on Friday inside the Tugatog Cemetery. Her head was full of blood, an indication that she was hit by something solid a number of times, Lopez said. She had no underwear, an indication that she was raped. Records at the Barangay Anti-Drug Abuse Council disclosed that Payawal was a drug user. Following PNP’s “Oplan Tokhang,” Payawal surrendered on July 22 and promised that he would stop using drugs.
