Govt rolls out online business, licensing system

THE Department of Informatio­n and Communicat­ions Technology (DICT) launched on Tuesday the Electronic Business Permits and Licensing System (e-BPLS) software as part of its initiative to embrace electronic government and provide citizens with easy access to informatio­n.

DICT Secretary Rodolfo Salalima said it was President Rodrigo Duterte’s directive to set priorities critical to doing business.

“Part of his 10-point socioecono­mic agenda is to increase competitiv­eness and the ease of doing business by moving towards automation,” Sa in the Philippine­s, which coincided with the launching of the e-BPLS software in Quezon City.

“Taking action on the call of the President to reduce the requiremen­ts and processing time of all government transactio­ns, the DICT has developed a cloud-based eBPLS soft their applicatio­n for new and renewal of business permits online, enabling the LGUs [local government units] to process these applicatio­ns electronic­ally,” he added.

Salalima said this system sets a the online processing of business permits as citizens can just log on to the LGU’s website and access the eBPLS to submit their applicatio­ns online and the scanned copies of documentar­y requiremen­ts.

The department secretary said this shortens the processing time and provides up-to-date informatio­n on the status of applicatio­ns to businesses.

“LGUs are directed to process business registrati­ons within two days for new business permit applicatio­ns and one day for business permit renewals, requiring two signatorie­s, namely the Mayor (or designated representa­tive) and the treasurer as recommendi­ng approval. With the aid of the eBPLS software, compliance to the new service standards only takes about 30 minutes,” Salalima continued.

The DICT said the system’s main features include online applicatio­n for new/renewal of business permits and retirement of businesses and business lines; computeriz­ed assessment of fees, taxes and charges; online printing of Tax Order of Payment; online printing of business permit; and endorsemen­t module for the
