DAP holds Baguio training on regulatory impact analysis
THE Development Academy of the Philippines ( DAP), through its program on Modernizing Government Regulations ( MGR) and in partnership with the Asian Productivity Orga- nization, recently conducted a four- day training course on Regulatory Impact Analysis ( RIA) for regulatory agencies at the Baguio Burnham Suites Hotel in Baguio City.
The training, the third for this year after two successful runs in Cebu and in Manila, featured Dr. Shin Kim, a seasoned RIA practitioner from the Korea Institute of Public Administration, and was designed to enable regulatory agencies to conduct RIA toward improving the quality of existing and future regulations.
DAP Productivity Research Development Office Director Monica Saliendres said that businesses are continuously saddled by multiple regulations of government agencies and local government units. She mentioned that through the MGR Program’s continuous capacity building activities on RIA for regulation authorities, the use of evidence in policy making is promoted and the incidence of regulatory failure may be reduced.
Dr. Kim also stressed that, through RIA, legitimacy of regulatory proposals can be increased, the effect of regulations can be improved and the costs of enforcement for both the government and businesses can be eased.
