The mere fact that the respondent of that particular decision is now appealing to reverse the decision, isn’t it an act recognizing the high court’s sole authority to interpret the law?

Yes, both quo warranto and impeachment are both mentioned in the Constitution but on different grounds: quo warranto on illegalities or dishonesty committed when they were nominated for the job, and impeachment for unlawful deeds committed during their tenure. Wouldn’t the filing of such resolution be considered subjudice, or designed to influence the outcome of an on- going case?
