LTFRB HEAD FACES GRAFT COMPLAINT
ACOMPLAINT for graft was filed on Tuesday against Land Transportation Franchising and Regulatory Board Chairman Martin Delgra 3rd and board member Ronaldo Corpus for allegedly favoring some public convenience.
Efren de Luna, who leads the Alliance of Concerned Transport Ombudsman.
The case stemmed from the issuance of Board Resolution 45 that allegedly “gave unwarranted benentity and/or groups.”
He was referring to the board resolution issued by Delgra and Corpus on May 31, 2018 on the “Opening of Routes for Application for New CPC under the initial implementation of the Public Utility Vehicle Modernization Program.”
“A perusal of the subject Board Resolution would reveal that in the table of developmental routes mentioned therein, major
- ready been given to groups and/ or entities who will be the franchise applicant to the exclusion of other group and/or entity,” the complainant said.
De Luna claimed that since
groups that can apply for the franchise, no other group or entity can apply for CPC for the said route “as it is already considered close[d] for franchise.”
“It cannot be said that the groups and/ entities mentioned in the subject Board Resolution have already filed their application for franchise, because why would the LTFRB accept the same if the developmental routes were only open upon issuance of the subject Board Resolution?” he added.
De Luna said the respondents showed “bias and favoritism” to some groups to the detriment of other PUV operators.
He asked the Ombudsman to suspend Delgra and Corpus pending investigation.
