QC ORDINANCE TAPS YOUTH FOR DISASTER DUTIES

THE Quezon City Council led by Vice Mayor Joy Belmonte has passed an ordinance designed to provide a comprehens­ive disaster risk reduction and management program that taps youth and children. “Beyond the usual fire or earthquake drill, it is time we equip the youth with the knowledge, skills and readiness that will help them reduce disaster risk in their homes, school and among classmates, friends, loved ones,” Belmonte explained. She said, “This is especially necessary for a young city where the average age of our citizens is 24.” Authored by Councilor Ramon Medalla, Ordinance 2711 or the “Children and Youth Emergency and Risk Reduction Management Program of Quezon City” aims to teach young people that they serve “an important role in saving lives and protecting the members of the community in times of disaster.” Under the leadership of the Quezon City Disaster Risk Reduction and Management Office (QCDRRMO), the program will provide training, drills and workshops for children and youth in schools, barangay ( villages) and various youth clubs. Apart from escape drills, the QCDRRMO will also teach basic rescue operation, first aid, map reading and evacuation route planning. It will also teach the youth and children to understand the vulnerabil­ities of their communitie­s. The ordinance will mentor young people on how they can help during rehabilita­tion and relief operations. Students who complete legs of the comprehens­ive training modules will be given certificat­es. From among youth representa­tives who complete adequate training, the office will select outstandin­g representa­tives from the city’s six districts to be designated “QC BATANG RESCUERS” who will assist the agency in planning and administer­ing programs for the youth. In coordinati­on with the private sector, the program will compel administra­tors of high- rise buildings and condominiu­ms, malls, hotels and cinemas to have a childcente­red escape or evacuation plan.
