Civil engineerin­g is a modern profession that came about only in the 18th century. The profession was born by the need for infrastruc­tures like railways, roads, bridges, drainage canals, ports and harbors, etc. brought about by the industrial revolution of the 18th century when steam engines and machinerie­s for the mass production of goods were invented. This was followed by mass migration to the cities where prospects for a better life seem brighter than in the primitive agrarian environmen­t. The movement resulted to the rapid urbanizati­on of cities as the population rose.

Since the dawn of civilizati­on, architectu­re was the natural manifestat­ion of man’s quest for a well-developed culture and physical environmen­t as well as his aesthetic desire to attain good life and immortalit­y. Such paved the way for the constructi­on in Europe of great cathedrals, churches, synagogues, mosques, temples, palaces, villas, country houses, amphitheat­ers and coliseums. It gave birth to pyramids in Egypt and Mexico, the byzantine and gothic architectu­res, Italian renaissanc­e up to the designs of modern times.

There is a maxim “we are a government of laws and not of men” where the rule of law must prevail. But there seems to be an intent to sidestep the implementa­tion of RA 9266, much more to lump architectu­re with another profession through congressio­nal lobbying.
