Bong Go: Boost whole-of-govt approach to economic recovery
SEN. Christopher Lawrence “Bong” Go called on the executive department to intensify the whole-of-government approach in implementing measures under Republic Act 11494 or the “Bayanihan to Recover As One Act,” also called “Bayanihan 2.”
Go said it was important that government agencies have a clear idea of their responsibilities, “especially now that we are in a crisis.”
“The agencies must ensure that they can deliver the services to the people in accordance with the law, such as the Bayanihan 2,” said Go in Filipino.
Go said Bayanihan 2 granted President Rodrigo Duterte powers and authority to carry out urgent measures to meet the national health emergency. He added that the implementation of the provisions of the law must be properly delegated to heads of departments and agencies.
There are 21 government agencies involved in the country’s recovery process.
These include the Department of Health, which leads the coronavirus disease 2019 (Covid-19) response; Department of Labor and Employment, which implements programs that would help the unemployed and provide work opportunities; and Department of Social Welfare and Development, which is tasked to implement social protection programs.
The Philippine Health Insurance Corp. shall ensure the availability and access of coverage on Covid-19 expenses.
In addition, the Department of Trade and Industry works on expanding existing programs to enhance the capacities of commerce especially in the online platform.
The Department of Agriculture shall provide interventions for the farming and fisheries sector while the Department of Education is mandated to ensure safe and effective delivery of basic education, particularly in digital and alternative learning.
The senator also encouraged Filipinos to remain vigilant and report to proper authorities acts of corruption and neglect they may observe in the delivery of government services.
Go also appealed to the public to continue observing proper health protocols such as social distancing, wearing masks and face shields and avoiding unnecessary trips.
