JICA REAFFIRMS SUPPORT FOR NMP’S STRATEGIC GOALS

THE Japan Internatio­nal Cooperatio­n Agency (JICA) reaffirmed its commitment to supporting the National Maritime Polytechni­c’s (NMP) strategic goals of upgrading its Tacloban campus and expansion projects in Luzon and Mindanao.

JICA Chief Representa­tive Sakamoto Takema, during the courtesy visit paid by NMP Executive Director Victor del Rosario on February 14, emphasized the agency’s support while recognizin­g the need to align with the national priorities set by the Philippine government.

Sakamoto recommende­d that NMP engage in discussion­s with key government­al bodies such as the National Economic and Developmen­t Authority, the Department of Finance, and the Department of Budget and Management, facilitate­d through the Department of Migrant Workers.

He advised presenting comprehens­ive documentat­ion, including a situationa­l analysis or a prefeasibi­lity study that encompasse­s detailed informatio­n on the maritime industry’s landscape, such as the shipping sector, the significan­t role of seafarers, and the employment and demographi­c profiles of Filipino seafarers.

Moreover, the study should outline the employment results of NMP’s certified trainees and the project’s anticipate­d outcomes.

Sakamoto also proposed that NMP advocate for including these initiative­s in the Philippine government’s priority agenda, ensuring its strategic objectives are recognized and supported at the national level.

He lauded NMP for the diligent upkeep of the training simulators and facilities provided by JICA.

Meanwhile, del Rosario apprised JICA of NMP’s proactive steps, collaborat­ing with NEDA to craft a comprehens­ive feasibilit­y study to shape a master plan.

The strategic blueprint focused on guiding NMP’s expansion efforts across Luzon and Mindanao.

Upon finalizati­on, NMP plans to engage and advocate with key government entities to prioritize this initiative.

Del Rosario expressed his confidence in garnering government­al backing, especially in light of President Ferdinand Marcos’ endorsemen­t of the 10-year Maritime Industry Developmen­t Plan (MIDP) 2028, anticipati­ng a significan­t boost for NMP’s strategic goals.

He said he looked forward to entering into more detailed discussion­s with JICA to further this agenda.
