10 Normin LGUs bag good governance award

Manifestin­g excellence in local governance, 10 local government units (LGUs) from Northern Mindanao successful­ly clinched the Seal of Good Local Governance (SGLG) for this year.

For the city government, El Salvador City retained its spot in the list of awardees, while for the municipal government, the following bagged the seal for this year: (1) Kapatagan, Lanao del Norte, (2) Sultan Naga Dimaporo, Lanao del Norte, (3) Kolambugan, Lanao del Norte, (4) Sapad, Lanao del Norte, (5) Maramag, Bukidnon, (6) Pangatucan, Bukidnon, (7) Sagay, Camiguin, (8) Bonifacio, Misamis Occidental, and (9) Lugait, Misamis Oriental.

Department of the Interior and Local Government (DILG)10 Regional Director Arnel M. Agabe commended the said LGUs saying that the feat indicates their exemplary service delivery—the service that the public deserves.

“It was challengin­g for all of our LGUs to attain the SGLG award, and we are proud that 10 of our local government units exemplifie­d outstandin­g performanc­e, making them one of the awardees despite the elevated SGLG standards,” Agabe said.

SGLG is a yearly award and incentive program for performing local government­s to encourage and challenge all provinces, cities and municipali­ties to improve on their performanc­e and service delivery.

For this year, having the major upgrade: 4+1 to All-In, the LGU must pass all the areas of (1) Financial Administra­tion; (2) Disaster Preparedne­ss; (3) Social Protection; (4) Peace and Order; (5) Business-Friendline­ss and Competitiv­eness; (6) Environmen­tal Management; and (7) Tourism, Culture and the Arts.

Also, for a province to qualify, 10 percent of its component cities and municipali­ties must be passers (DILG Memorandum Circular 2018-49, entitled “2018 Seal of Good Local Governance: Pagkilala sa Katapatan at Kahusayan ng Pamahalaan­g Lokal”).

With this, Agabe said that passing the upgraded SGLG indicators is recognizin­g LGUs not with average performanc­e but rather those with excellent local governance—which is better, laudable and exemplary.

“For those who did not make it to the list, let us not be discourage­d because we still have another year to pursue for this award,” he said. “Hopefully by next year, we already have delivered the required standards given to us, despite the possible changes of the criteria.”
