Today we are commemorating a dark chapter in Philippine history – the proclamation of Martial Law 46 years ago on Sept. 21, 1972. Dictator Ferdinand Marcos suspended civil rights and exercised absolute power over the military and the police. Human rights groups counted over 3,000 civilians killed, 35,000 tortured, 70,000 incarcerated, and hundreds becoming desaparecidos.
