Rafael de Echaguebecamegovernor general of the Philippines on July 9, 1862. Oneof his greatest achievementswas reforming education through the royal decreeof Dec. 10, 1863 which implemented an education system thatemphasized compulsory primary education, consolidation of the Spanish language and culture, and dignified teacher remuneration. Echague wasalso the first Spanish governor to occupy Malacañang Palace after an earthquake in 1863 leveled Palacio del Gobernador.
