BCPO chief gets nod of local screening committee
THE CITY’S local screening committee for City Director of the Baguio City Police Office (BCPO) unanimously voted for Senior Superintendent Ramil L. Saculles as the next chief of Baguio’s Finest.
Mayor Mauricio Domogan, who chaired the 9-man local screening committee, transmitted to the Police Regional Office (PRO) the selection of Saculles as the next BCPO /City Director based on the criteria for selection embodied under Administrative Order No. 057, series of 2017.
Saculles, a member of the Philippine National Police Academy (PNPA) Class of 1993, garnered an average of 96 percent based on the criteria contained in the Administrative Order while Senior Superintendent Edgar Allan Okubo garnered an average rating of 88 percent with Senior Superintendent David Peredo, Jr. coming in third with an average rating of 82.5 percent while Senior Superintendent Mark Pespes placed fourth with an average rating of 70 percent.
Senior Superintendent Peter Nabuye, who earlier signified
his intention to be interviewed as one of those in the submitted shortlist, failed to appear during the scheduled screening.
Aside from Domogan, the members of the local screening committee were City Administrator Carlos Canilao, City Prosecutor Elmer Manuel Sagsago, DILG Baguio Field Office City Director Evelyn Trinidad, City Human Resource Management Officer Augustin Laban III, Peter Ng of the business sector, Baguio Correspondents and Broadcasters Club (BCBC) president Lita Jane Cadalig, BCBC immediate past president Ramon Dacawi and Councilor Michael Lawana.
Under Administrative Order No. 057, series of 2017, the criteria for the selection was availability – 30 percent, program – 20 percent, performance – 20 percent, implementation – 20 percent and interview – 10 percent.
Domogan said all the candidates for BCPO City Director were qualified for the position and expressed the committee’s gratitude to them for personally appearing before the members for the screening.
He explained Saculles had an advantage over his fellow candidates because of his experience in having been assigned to various positions in BCPO since he was a junior officer, thus, he is familiar with the handling of the programs and projects to address the various concerns of peace and order in a highly urbanized city.
Last March, PROCOR transmitted to Domogan the shortlist of qualified senior officers who were screened for the position of BCPO City Director but he returned the said shortlist with the request that qualified senior officers from Baguio and the Cordillera should be included in the new shortlist to allow the screening committee to have a wider base to select the next BCPO chief based on the law and merits.
Domogan is optimistic other local governments will follow the screening process established by the city in the selection of their police chiefs so those qualified based on the law and merits will be the ones to occupy such sensitive positions in their places. Dexter See/Baguio City PIO
