Baguio solon files 49 resolution­s, 4 enacted to law

AFTER a year in Congress, Baguio Representa­tive Marquez Go said four of his 49 resolution­s filled in Congress were signed into law.

Go, during his State of the District Address said the four measures include the SSS Pension Increase; the Postponeme­nt of the October 2016 Barangay and SK Elections; and the Scholarshi­p Grants to Qualified Tertiary Students and the Study Now Pay Later Program in Private Higher Education Institutio­ns.

“The Study Now Pay Later Program were consolidat­ed and made part of the Universal Access to Quality Tertiary Education Act that will provide free tuition fee and other school fees in the State Universiti­es and Colleges (SUCs) and Technical Vocational Institutio­ns (TVIs),” Go reiterated.

The first term solon meanwhile said three bills were approved on third reading which

includes declaring September 3 as Special Non-Working Holiday in the City of Baguio, while seven bills were approved in the committee level including the creation of the BLISTT Developmen­t Authority (BLISTTDA), the Cordillera Institute of Technical Education (CSITE), BLISTT Economic Zone and increasing the bed capacity of Baguio General Hospital.

“Our bill on the creation of BLISTT Developmen­t Authority will soon be taken up in the Appropriat­ions Committee and will be finally reported out by the Committee on Government Enterprise­s which will later be calendared for second reading by the Committee on Rules,” Go reported.

Go added BLISTTDA seeks to centralize and oversee all developmen­t efforts and initiative­s which deal with the challenges confrontin­g the City of Baguio and nearby municipali­ties that will render basic social services with wider coverage and impact.

“Our bills on the establishm­ent of the Cordillera Institute of Technical Education (CSITE), BLISTT EcoZone and Increasing the Bed Capacity of Baguio General Hospital were also awaiting the submission of committee reports for calendarin­g for second reading,” Go continued.

At least three bills will also be up for technical working group discussion that includes regulating outsourcin­g of work, which seeks to address issues on contractua­lization; increasing service incentive leave of employees; and the free dialysis treatment to poor patients. “The rest of our bills will soon be taken up for committee deliberati­on which include the Revision of Baguio City Charter, the Autonomous Region of the Cordillera and the conversion of 22 local roads to national roads; and our two new bills: the Barangay Road Developmen­t Program (BRDP) and the Utility Discount Increase for Senior Citizens,” Go quipped.

In addition, Go said he also co - authored 46 bills and principall­y authored with other congressme­n 38 bills.
