Hidalgo: Towards a discipline­d citizen's future

DEPARTMENT of Education in Davao will do a random drug test on the High School Seniors, school officials and employees all over the Philippine­s. Since schools are supposed to be the seat of education for good conduct, discipline, and moral conduct, it is an oxymoron to find drug addicted persons in these establishm­ents. To end the culture of killing all suspected drug addicts, it is much better to have mechanisms for its prevention.

The Philippine Chamber of Commerce will give 20 high-tech scanners which will greatly help the drive against illegal drugs. DepEd finally solved the problem of the perennial lack of schools in far-flung barangays where students have to cross rivers or walk through mountainou­s terrains.

The DPWH was tasked and have promised to build school buildings all over the country, especially the localities of LGUs where the need is felt. Disaster-prone provinces will receive a funding of 1 billion pesos.

The Department of Finance (DOF) said that at least five Mindanao Provinces may avail of this aid. This will expedite efforts of the local government units (LGUs) in typhoon and earthquake-prone cities.

Twenty-five beneficiar­y provinces have been chosen. The project will be funded with the help of the World Bank.

This project fulfills the pact of the expected outcomes of the National Disaster Risk Reduction and Management (NDDRM ) plan for 20112028.

All these qualities have earned for Davao the award for the third most highly urbanized city in the Philippine­s. From the sector of the LTFRB concerns with the unending traffic woes in our national roads. Reckless drivers of all kinds of vehicles from tricycles, bicycles, motor bikes, jeeps, vans, big busses are usually involved in traffic accidents. Some drivers are ignorant of traffic rules.

The government had establishe­d the Drivers' Academy. All drivers mentioned here should enroll, pass the course to get the official permit before they can ply the roads for public transport. There was a big fire that burned a group of buildings supposed to be dormitorie­s. A nurse died in the fire.

This led the city officers to reexamine the laws on dormitorie­s or boarding houses. Some have blatantly not followed the regulation­s. These were reviewed and made the owners of these houses follow strictly all safety rules or else their license will be rebuked. Most often, the houses are crowded and lack ventilatio­n. Sanitary provisions are found wanting.

There is lack of privacy. These affect the health and well- being of the boarders. I hope these remedial measures are done by the landlords of these places. The government will submit the Bangsamoro Basic Law (BBL) to congress. The Presidenti­al Legislativ­e Liaison Office will submit the summary of the goals of the law. It reflects the diversity of interests of Bangsamoro people, and the non-Bangsamoro indigenous people.

The goal is to establish a just, dignified and lasting peace among them. Lastly are the lessons learned from the Marawi City Siege. It is to correlate intelligen­ce gathering capabiliti­es to be done by the defense and military forces.

There must be a budget to purchase CCTVs to be installed at points-of-entries; drones that can take pictures day and night, and facial recognitio­n system which will provide database of "enemies."

There must be training in urban warfare where there are houses and buildings occupied by civilians. All citizens must report suspicious persons seen in their vicinity. These are all in the spirit of cooperatio­n in a society to achieve peace. SSDavao
