Abra solon sees Chacha to run a long way for Filipinos

REVISIONS in the 1987 Constituti­on, administra­tion lawmaker Joseph Bernos of Abra said will have a long lasting progressiv­e effect on Filipinos.

“We would need a Charter that centers around strong democratic institutio­ns and will benefit the future generation­s of Filipinos -- one that is for the protection of the welfare of the people,” the Abra lawmaker explained while reiteratin­g the need for a Constituti­on that can stand the test of time.

Bernos cited the United States of America whose Constituti­on created more than 230 years ago that survived the test of time and guided it into a superpower status.

A long-time local government executive, Bernos said he believes that government as parent of the nation, has the responsibi­lity to ensure the rights and welfare of its people.

“The provisions of the new Constituti­on must be progressiv­e and must adequately address the issues in the long run,” he said.

The Abra lawmaker said he believes economic provisions must be strictly implemente­d and must project a Philippine­s that is laborfrien­dly and investorfr­iendly at the same time, while provisions guaranteei­ng human rights “is of utmost importance for any democratic country like ours”.

“There is no fear to the tact of this administra­tion toward federalism,” Bernos added as it will not involve a division of our national sovereignt­y, only functions previously held by the central government will be delegated to the states.”

Though Bernos believes adding more federal states to the proposals being made will be

considered in the House.

“I just hope my colleagues consider adding more states to the original proposal, considerin­g our diverse cultures and experience­s in various areas, especially ours in the Cordillera­s,” Bernos added

The transition to a federal form of government, the Abra lawmaker added, is one that devolves vital government services to the state government­s so that the people will be nearer to their government­s and that basic services will be delivered effectivel­y and efficientl­y.” Ace Alegre
