Abra solon sees Chacha to run a long way for Filipinos
REVISIONS in the 1987 Constitution, administration lawmaker Joseph Bernos of Abra said will have a long lasting progressive effect on Filipinos.
“We would need a Charter that centers around strong democratic institutions and will benefit the future generations of Filipinos -- one that is for the protection of the welfare of the people,” the Abra lawmaker explained while reiterating the need for a Constitution that can stand the test of time.
Bernos cited the United States of America whose Constitution created more than 230 years ago that survived the test of time and guided it into a superpower status.
A long-time local government executive, Bernos said he believes that government as parent of the nation, has the responsibility to ensure the rights and welfare of its people.
“The provisions of the new Constitution must be progressive and must adequately address the issues in the long run,” he said.
The Abra lawmaker said he believes economic provisions must be strictly implemented and must project a Philippines that is laborfriendly and investorfriendly at the same time, while provisions guaranteeing human rights “is of utmost importance for any democratic country like ours”.
“There is no fear to the tact of this administration toward federalism,” Bernos added as it will not involve a division of our national sovereignty, only functions previously held by the central government will be delegated to the states.”
Though Bernos believes adding more federal states to the proposals being made will be
considered in the House.
“I just hope my colleagues consider adding more states to the original proposal, considering our diverse cultures and experiences in various areas, especially ours in the Cordilleras,” Bernos added
The transition to a federal form of government, the Abra lawmaker added, is one that devolves vital government services to the state governments so that the people will be nearer to their governments and that basic services will be delivered effectively and efficiently.” Ace Alegre
