Dad crafts stray dog ordinance

HOMES with dog now have to set signages to warn passerby’s of their pets.
In proposed law by Councilor Joel Alangsab, a preventive measure to assure safety is by requiring all dog owners and caretakers to install the necessary warning signs indicating the presence of dogs in their premises.
“Incidents happen wherein people are victimized, attacked or bitten by dogs simply because they were not aware that the premises or property that they entered into was protected or guarded by dogs,” said Alangsab.
Even if the dogs are inside the confines of the homes or backyards, the alderman is setting rules to warn the public of the potential danger of the pets when encountering strangers.
“While it is the right of every owner to preserve the safety of his property from unscrupulous persons, it is also the right of the innocent and harmless to be protected from dangerous animals like dogs,” added Alangsab.
If approved, the new law will direct all premises, public or private, which has a dangerous or potentially dangerous dog residing upon premises must be marked with clearly visible and noticeable warning signs like “Warning: Dog Inside” Or “Beware Of Dogs” and other similar signs, including a warning symbol to inform the public that there is a dangerous or potentially dangerous dog on the property.
“Proper enclosure means securely confined indoors or in a securely enclosed and locked pen or structure suitable to prevent the animals from escaping and provides protection from the elements for
the dog. A proper enclosure does not include a porch, patio, or any part of a house, garage or other structure that would allow the dog to exit of its own volition, or any house or structure in which windows are open or in which door or window screens are the only obstacles to prevent the dog from exiting,” Alangsab said.
Fines will be meted to home owners who fail to set proper signs while the City Veterinary Office, Barangay Officials, will enforce the provisions of the new law when approved.
